The Judge's Verdict

December 2024 rewrote the rulebook. For two decades Curaçao was the cheap, light-touch licence behind a huge slice of offshore and crypto casinos — easy to get, thin on player protection. The new LOK regime and a single real regulator, the Curaçao Gaming Authority, are dragging it upmarket. But the reform is young: today it’s a workhorse licence that finally has teeth on paper, and whether they bite in practice is still being proven.

Curaçao is the offshore licence behind a large share of the casinos Australians actually play at, now mid-way through the biggest reform in its history.

What it protects

Under the new framework, every licensee must run Anti-Money-Laundering checks and offer independent Alternative Dispute Resolution (ADR) — a real complaints path that didn’t meaningfully exist before. The CGA’s 2025 Responsible Gaming Policy adds ID-based age verification and self-exclusion (one year or a lifetime ban). On paper that’s a different licence to the old one.

Strength vs other licences

Still sits below the Malta Gaming Authority and well below the UKGC on player protection — but the gap is narrower than it was. For an Australian playing offshore, Curaçao is the licence you’ll meet most often, and post-LOK it’s a fairer bet than its old reputation suggests. Treat it as “acceptable, improving”, not “gold standard”.

The catch

It’s an offshore licence — it gives you no protection under Australian law. The reform is new, so the enforcement track record is thin. And a Curaçao seal in a casino footer is not proof of anything: fake seals are a known scam. Always verify the licence in the official CGA database before you trust it.

How to verify a licence

Find the licence number on the casino, then look it up in the official Curaçao Gaming Authority database — not the footer badge. If the operator and domain aren’t listed there, walk away.

Complaint & dispute process

Raise it with the casino first. If it stalls, escalate to the CGA-certified ADR provider the operator is required to contract with — the Authority publishes the approved list. Keep records of everything.

Reputation & enforcement

The CGA has started issuing public warnings about fraudulent operators and fake authorisation seals, a sign it intends to police the brand. Enforcement is maturing rather than mature — promising, but not yet a long record of action.

Ease & cost to obtain

Historically the cheapest, fastest mainstream licence to obtain — which is exactly why it ended up on so many sites. LOK has raised the bar on cost and scrutiny, which should thin out the worst operators over time.

FAQ

Is a Curacao licence safe for Australian players?

It is the most common offshore licence and, since the 2024 LOK reform, carries real AML and dispute-resolution rules. It is acceptable and improving, but gives no protection under Australian law and sits below the MGA.

How do I check a Curacao casino licence?

Look the licence number up in the official Curacao Gaming Authority database, not the footer seal. Fake seals are a known scam.

What changed with the Curacao LOK reform?

From December 2024 a single regulator (the CGA) replaced the old master-licence system, and AML checks, independent dispute resolution and a responsible-gaming policy became mandatory.
